Call for Consultancy services to Conduct baseline survey for the INSPIRE Project. (Deadline 18/02/2026)

Ungweru organization would like to engage the services of an experienced and highly skilled consultant to undertake the baseline survey for the new project to be rolled out in the traditional authorities Malanda, Zilakoma, Fukamapiri and Sub Traditional Authority Chiweyu. The project targets schools and communities with a focus on youth access to Sexual and Reproductive health and rights.

Objectives of the baseline

The purpose of this baseline study is to assess the situation on the ground prior to implementation of the project and establish the basis for evaluation of the project. The following are the specific objectives of the baseline study:

  • To measure baseline values for the project indicators in order to establish the basis for evaluating the project interventions in the future.
  • To critically examine the key issues affecting the project targeted communities with respect to demand and supply of youth friendly SRHR services.
  • To examine the interventions which are already being implemented in the area as well as the aspects that are working well in these communities, which are likely to affect the results of the project.
  • To draws lessons and recommendation that would assist to improve the project design and implementation.

Scope of work for the baseline study

The study team is expected to fulfil the following key tasks:

  • Examine the project document and facilitate development of a monitoring and evaluation framework for the project together with Ungweru Organisation team
  • Conduct field research using both quantitative and qualitative research methods.
  • Provide baseline data to benchmark the success of the project.

Time Frame

The expected time frame for the baseline survey is one week from third week of February 2026. By the end of this period the study team is expected to present the baseline survey report.

Reporting

A final baseline report will be submitted to Ungweru Organisation after incorporation of feedback within one week of submission of the first draft report. The report should attach appendixes of raw and analyzed data.

Profile of Baseline Study Team

The team leader’s profile:

Minimum:  5 years: of professional experience in the field of Economics, Rural development, Youth Development and Public Health. Professional experience should notably be in fields related to the project priority areas. Besides, the leader should:

  • Demonstrate strong working experience in the rural communities with an understanding of monitoring and evaluation systems.
  • Demonstratable experience in data management with statistical packages
  • Have vast experience in conducting baseline survey
  • Must have a minimum of a Bachelor degree in Economics, Rural development, Youth Development, Public Health, or in another relevant field.
  • Have a good command of written and spoken English, as well as good computer and team working skills.
